Rule 42 - Senate
Rule 42 states that if a simple majority of senators (26) sign a petition, a bill can be brought out of committee.
Rule 60 - House
Rule 60 state that if a simple majority of representatives (51) vote on a motion made on the floor, a bill can be brought out of committee. This was attempted by Christopher Rants on 3/4/08 and failed 46/50. View the tally here.
